Unlocking literacy success for older students with the Better Start Literacy Approach

The Better Start Literacy Approach is celebrating six years of transforming literacy outcomes across Aotearoa New Zealand. 

In that time, tens of thousands of learners have benefited from high-quality, structured literacy teaching delivered by expertly trained educators. While the approach is well established in the early years, it now offers comprehensive support for older students ensuring no learner is left behind.

Proven support for years 4–8 learners

Grounded in robust research, the Better Start Literacy Approach provides structured Tier 1 classroom instruction tailored for students in Years 4 to 8. Already adopted by over half of New Zealand schools, these lesson plans are designed to build confident, capable readers.

A  key focus is the explicit teaching of reading comprehension. Students are taught to think like expert readers—learning practical strategies to use before, during, and after reading. Teachers model these strategies clearly, supporting students to gradually apply them independently and deepen their understanding of texts.

Vocabulary development is another cornerstone. Through engaging lessons, students explore how words work by breaking them into meaningful parts (morphemes). This empowers learners to unlock the meaning of unfamiliar words with confidence. For example, understanding that “bi” means two and “ped” relates to feet helps students make sense of words like “bicycle” or “pedometer.” Teachers consistently report high levels of student engagement with this approach.

Targeted support for students who need more

While many students thrive with Tier 1 instruction, some require additional support particularly those with underlying language or phonological challenges, including dyslexia. For these learners, the Better Start Literacy Approach offers specialised Tier 2 and Tier 3 support.

A new professional learning and development (PLD) programme focuses on writing instruction for students in Years 7 to 10 who need extra help. Delivered over 12 months, this programme equips teachers with practical tools and strategies to accelerate progress.

Educators will learn from leading experts in literacy and learning, supported by experienced practitioners and specialists. The programme includes a comprehensive teaching manual featuring 50 structured lessons, designed for short, frequent sessions that build skills effectively over time. Ongoing assessment tools are also provided, enabling teachers to tailor instruction to each student’s needs.
